Applications Development and Support Services

ZDAAS won single contract at Maryland Healthcare and Benefits Exchange (MHBE) and responsible for understanding, defining, analyzing, coding, evaluating, testing, debugging, documenting, and implementing complex software applications for the development and maintenance of the Maryland Health Benefit Exchange (HBX) and related systems.

ZDAAS will perform the following duties and responsibilities:

  • Design, develop, maintain and support enterprise applications in Java/J2EE under the HBX technological platform utilizing open-source driven Java EE architecture, Angular JS, HTML, Struts, Spring, Hibernate, RESTful API, and JBoss Enterprise Platform.
  • Interface with business and IT teams to understand and translate business requirements into formal technical requirements and application code.
  • Develop and execute quality unit test and integration plans/scripts to validate that application changes meet technical specifications.
  • Work with testing team and business teams to complete acceptance testing and participate in integration testing.
  • Participate in technical reviews at appropriate stages of software and application development.
  • Adhere to all security, Project Management Office (PMO) change control, work management and service delivery policies, processes, tools and methodologies.

Research and Analyst (R & D)

ZDAAS won single contract at Maryland Healthcare and Benefits Exchange (MHBE) to provide research and analysis support services to reconcile the Enrollment Transactions (8001 transactions) between the Health Benefit Exchange (HBX) system and the Maryland Medicaid Management and Information Systems (MA-MMIS), and to resolve and track the 834 Benefit Enrollment and Maintenance records data with the Carriers and Managed Care Organizations (MCO).

ZDAAS will perform the following duties and responsibilities:

  • Research into the 8001 Enrollment Transactions generated out of HBX system for identifying any missing mandatory data.
  • Identify the best match for the Individual Registration Number (IRN) by accessing and analyzing data from multiple systems across MHBE, DHR and DHMH.
  • Analyze and reconcile the HBX 8001 transactions with the MMIS application.
  • Analyze data errors and track 834 Benefit Enrollment and Maintenance records in the HBX system.
  • Utilize data matching and correction protocols to process escalated system errors to process high volumes of data reconciliation efforts on a daily basis.
  • Research into Member Level Record (MLR) data from the Carriers, obtain additional information from the consumers, analyze and resolve 834 escalated cases.
  • Research into MA 8001 data and EDI 834 data sent to the MCOs, EDI 999 error report received from the consumers, analyze and resolve 834 MA escalated cases.
  • Analyze and collate data from daily 8001, 834 error reports and Interim Database (IDB), to produce data reconciliation and escalation reports for the MHBE EDI, Call Center and Case Management teams.
  • Research 834 and 8001 escalated cases using CRM records, and update CRM records upon resolution.

Quality Assurance and Quality Control

ZDAAS won single contract at Maryland Healthcare and Benefits Exchange (MHBE) to provide User Acceptance Testing and related services for the Maryland Health Benefit Exchange (HBX) system.

ZDAAS will perform the following duties and responsibilities:

  • Translate verbal and written requirements/functional specifications into effective test cases/scenarios in order to conduct integrated, scenario-based User Acceptance Testing (UAT) of a complex healthcare system.
  • Create test cases to be used in testing business applications in order to verify that client requirements are incorporated into the system design.
  • Develop and identify test data for test scenarios.
  • Execute test cases and document results of the execution.
  • Document defects identified during test case execution and work with developers to resolve the defects.
  • Create a test plan and a test calendar to coordinate testing within the project and establish time-lines for successful completion.
  • Assist in preparing time estimates and justification for assigned tasks.
  • Work with stakeholders and management to resolve issues and validate requirements within their specific areas of responsibility.
  • Conduct quality assurance activities such as peer reviews of test cases, test plans, and test case execution results.
  • Support User Acceptance Testing (UAT) activities.

Project Management & PMO Support

ZDAAS won single contract at Maryland Healthcare and Benefits Exchange (MHBE) to provide oversight and project management support to provide Project Management Office (PMO) specialist services to support the MHBE PMO in managing IT deliverables, development of IT project plans, work planning, PMO resource management, internal and external reporting, IT policy and compliance, and stakeholders management.

ZDAAS will perform the following duties and responsibilities:

  • Assist the PMO Director in implementing IT project standards, governance framework and execution methodologies for the IT department.
  • Manage program level Lessons Learned Repository, conduct project review meetings, program level risks and issues register.
  • Act as liaison between technical and business staff in implementing standards across the IT organization.
  • Develop IT standards guide in the areas of project management, application development, quality assurance and security.
  • Garner contributions from Project Managers, Development Team, QA Team and Security Team to ensure that the standards developed meet best practices. Implement project standards across all projects in the portfolio.
  • Prepare consolidated material from project reports for weekly and monthly review, prepare and distribute monthly IT PMO reports to senior management.
  • Coordinate IT projects, releases, requirements gathering sessions, training and the development of information system documentation efforts.
  • Review and provide written comments for deliverables designed by contractors and ensure the deliverables address all business and functional requirements as expected.

ZDAAS Hosted Internship Program

ZDAAS recently participated as spring semester host of Liberty’s Promise interns. Liberty’s Promise works to support immigrant youth in community involvement, college-access, and preparing for gainful employment in Baltimore high schools. ZDAAS graciously hosted 4 interns and Ms. Samina Amjad mentored and guided them through the imperative skills needed in the modern job market. The interns learned about software, how to digitally market, website development, and how to be in a professional environment. High school students, and especially those who are immigrants, are rarely given the opportunity to learn hands-on how to be a professional. The interns who worked with Ms. Amjad all reported growing in responsibility, computer skills, and understanding work place expectations. Due to her enthusiasm and comprehensive knowledge, the interns had a comfortable and fun learning experience. ZDAAS provided these students with an invaluable opportunity that they will carry with them through the success of all of their future careers!

ZDAAS won single contract at Maryland Department of Human Services (DHS) to provide oversight and project management support to OTHS/MDTHK initiatives including Maryland Child Support application support and enhancement services.

Contract at DHS Project Management & PMO Support-AFS

ZDAAS won single contract at Maryland Department of Human Services (DHS) to provide oversight and project management support to AFS. AFS is a computerized fiscal tracking system that is used statewide by local finance offices, allowing users to perform a number of accounting tasks. The system allows users to setup, print, and track payments for various vendors—including payments to foster care providers—while maintaining a history of all financial transactions. The system also provides the capability to generate a number of fiscal reports including the 302A for assistance and the General Ledger. Additionally, the system also produces annual 1099 data that is subsequently uploaded into the State’s Financial Management Information System (FMIS) via a manual batch load process.

Security Controls & Assessment

ZDAAS won three separate contracts at the MHBE to assess HBX MARSe-v2.0 security controls and provide a Security Assessment Report (SAR) for the MHBE systems.

ZDAAS will perform following duties and responsibilities:

  • Design, develop, and implement training requirements and materials through ongoing training development and implementation initiatives.
  • Design, develop, implement, and modify learning solutions when performance gaps in day-to-day system usage warrant training.
  • Recommend learning solutions to reduce overall training time and dependency on instructor-led classroom delivery.
  • Support HBX projects from a training perspective.
  • Determine the scope and timeline of new documentation projects in order to plan projects, closely working with the training department and PMO.
  • Coordinate project plans with the PMO lead and the agency training manager, and interview technical and business personnel to understand and develop documentation requirements.
  • Track and contribute to weekly reporting on training and documentation efforts, including escalating issues that require management attention and resolution.
  • Recommend and assist with the design, development, and implementation of online help/assistance materials and e-learning solutions to meet agency’s training needs.
  • Research documentation and design notes, and use computer-based training or company products in order to research and compile complex information for use in preparing documentation.
  • Recommend and assist with, as well as research, write, edit, and proofread complex application-usage documents (or sections of documents) such as manuals, procedures, and specifications, and complex system/software developmental documentation packages (including logic diagrams, input and output samples, input preparation instructions, and job-setup information).
  • Provide users with clear and actionable information in a non-technical language when required.
